City of Toronto Municipal Code Chapter 485, Graffiti allows for regularization of an art mural or graffiti art when it is installed with the property owner's permission, adheres to community character and standards, and aesthetically enhances the surface that it covers.
If you have received a Notice of Violation and you believe that the markings on your property should be considered as an art mural or graffiti art, the Graffiti Panel will review your application. You will be notified by the City Clerk's Office when your request will be heard.
If you have not received a Notice of Violation and you are pro-actively requesting regularization for your artwork, your request will be reviewed by the Executive Director of Municipal Licensing and Standards. In cases where the Executive Director of Municipal Licensing and Standards is unable to ascertain whether the artwork in question is eligible for regularization, the application will be referred to the Graffiti Panel. If your request is referred to the Graffiti Panel, you will be notified.
