Bingo in a Commercial Hall and e-Bingo Centres

Bingo is a game of chance where players are awarded a prize or prizes for being the first to complete a specified arrangement of numbers selected at random.


Eligible Organizations

Your organization may be eligible if it:

  • Has been in existence for at least one year
  • Has provided charitable community services consistent with the goals and activities of the organization for at least one year in Toronto
  • Proposes to use the proceeds for charitable programs and services that benefit Toronto and its residents
  • Assumes full responsibility for the conduct and management of the lottery event


  • An individual is not eligible for a lottery licence
  • An organization conducting bingo must provide a minimum of 3 bona fide members:
    • members in good standing who have other activities, beyond conducting lotteries within the organization
    • 'members of convenience' whose only activities are to assist at bingo events are not considered bona fide members


How to Apply

Gaming Services will issue licenses to eligible charitable organizations to conduct bingo in one of the five commercial bingo halls located in Toronto. .

To be placed on the Bingo Waiting List, your organization must submit to Gaming Services:

Incomplete applications will be returned to the applicant.

Gaming Services will:

  • review your application
  • notify you in writing of your eligibility to conduct a lottery
  • place you on the City of Toronto Bingo Waiting List, if approved

An eligibility review takes 30 business days to complete.
