Bayview Townhouse Study

 

Council has requested that staff undertake a study of Bayview Avenue between Highway 401 and Lawrence Avenue East to determine an appropriate development framework for the lots abutting Bayview Avenue. The study will focus on the creation of design guidelines to be used when evaluating development applications for townhouses along this strength of Bayview Avenue.

Staff have submitted a report on the status of the Bayview Townhouse Design Guidelines process. The report was before the North York Community Council on April 8, 2014. The decision can be viewed at the link below:

The ward councillor, in conjunction with City staff, held a community meeting on November 6, 2013 to discuss the possibility of conducting a study. The meeting focused on the existing planning framework, the recent Ontario Municipal Board (OMB) and City Council decisions regarding townhouses on Bayview, and the future of Bayview Avenue as it relates to development pressure for townhouses and how a study may be of assistance. Staff held a preliminary meeting with the Community on February 6, 2014. A working group, comprised of members of the general public, neighbourhood associations and the development community has been established. This group will hold several meetings in the coming months to discuss the craetion of guidelines. The work of the group will then be presented to the community for feedback. The first working group meeting was held February 24, 2013. At the meeting staff summarized their work creating a profile of Bayview Avenue, discussed the existing Infill Downhouse Design Guidelines, and posed a number of questions for the working group to discuss. 

The second working group meeting was held March 25, 2014. At the meeting staff summarized the findings from the first working group meeting and then moved to discussing specific building evelopes, setbacks, and height for future townhouse proposals to be integrated into the design guidelines. 

The third working group meeting was held May 5, 2014. At the meeting staff summarized the findings from the second working group meeting and then moved to discussing sites that have deep lots and that are located mid-block on Bayview Avenue.

The fourth working group meeting was held June 16, 2014. At the meeting staff reviewed the proposed guiding principles and draft guidelines and then moved to discussing those items.

The fifth working group meeting was held April 13, 2015. At the meeting staff presented the revised proposed guiding principles and draft guidelines to which working group members provided feedback. Staff provided next steps items.
