Community Service Partnerships (CSP) program

Application process for CSP is closed for the year 2015.

Starting from 2015 CSP has been moved to a four year application cycle. CSP may be open in 2016 for new programs, increases, or new applicants when there is a significant increase to the overall 2016 CSP budget other than cost of living adjustment. 

Community Service Partnerships (CSP) provides on-going and stable support to Toronto's not-for-profit community organizations to deliver on their mission.  CSP supports community organizations to offer high quality and relevant services that respond to the changing needs of the community and strengthen the City's well-being.

CSP facilitates access to services that improve social outcomes for vulnerable, marginalized and high-risk communities that:

  • are designed for vulnerable, marginalized and high-risk communities;
  • clearly identify a social service need of this community and focus on achieving attainable, measurable results, and
  • maximize the capacity-building approach to be effective.

 

Updates on CSP priorities and process changes are summarized as follows.

Important information

  • Application process for CSP is closed for the year 2015. CSP may be open in 2016 for new programs, increases, or new applicants when there is a significant increase to the overall 2016 CSP budget other than cost of living adjustment.
  • In 2015, returning CSP funded organizations can submit an application for continued funding at your current level. In order to be eligible for funding please ensure that you have submitted your 2013 Year End Report and have met funding conditions (if applicable)
  • CSP funded organizations will submit their reports annually to account for the funds revceived the previous year. Depending on the organizations' fiscal year there will be two deadlines for these reports. Organizations with a fiscal year ending on December 31 will have to submit their CSP Annual Report by the end of April. Organizations with a fiscal year ending on March 31 will have to submit their CSP Annual Report by the end of July. Organizations with fiscal years other than these two mentioned above will be have to report for the fiscal period of April 1 – March 31 with the deadline in the end of July.
  • CSP payment schedule will be based on the two types of fiscal years mentioned above. Organizations will receive an advance of 40% of their previous year CSP approved amount. The remainder will be paid after the City Council decision (in the Applicant Submission year) and upon receipt of the Annual Report as well as meeting the funding conditions if applicable (in subsequent years)

 

Equity Framework

The Community Service Partnerships Program is committed to ensuring that funding decisions are made in an equitable way. We consider three areas of equity:

  • Community equity
    improving consistency in funding to diverse neighbourhoods and communities of common bond.
  • Service equity
    improving funding level consistency among service sectors.
  • Organization equity
    improving funding level consistency and access to resources among funded organizations.

 

For 2015 the CSP will focus on the area of community equity and target available resources to communities that are disadvantaged, high-risk and marginalized.

Funding Recommendations in past years

Returning applicants are organizations that received CSP funding in 2014.

Returning CSP organizations are required to submit an application for continued funding at your current level. You are required to update your Applicant Profile.
