City Planning and Committee of Adjustment Application Forms

Before beginning the Development Review Process with the City, we strongly encourage you to contact the Planning Consultant in the District of the proposal to receive beneficial preliminary information which could save you time and money as you proceed through the review process. Also, we encourage you to take advantage of the formalized Pre-Application Consultation process to help you prepare your application package. You can also refer to the Toronto Development Guide: Building Toronto Together for requirements as well. All completed submissions are to be provided to the Planning Consultant in the District of the proposal.

Submission Appointment Scheduling

To save time in the submission and resubmission processes, we encourage you to also contact the district Planning Consultant to book a reserved time to come and submit your planning development application and/or resubmission.

Development Forms

Please select from the listing of application forms relative to your proposal. Note that as an applicant, you grant the City permission to reproduce, in whole or in part, any document submitted as part of a complete application for internal use, inclusion in staff reports or distribution to the public for the purpose of application review. As an applicant you agree to provide a reasonable number of copies of any such document, or parts thereof, in paper and/or electronic form, to the City for internal use and distribution to the public for the purpose of application review.

ExpandPlanning Applications

A Community Planning Application is submitted for proposals that involve Official Plan and Zoning By-law Amendments, Site Plan Control, Draft Plan of Subdivision, Draft Plan of Condominium, and Part Lot Control Exemptions.

A Complete Submission to Customer Service must include a completed Development Approval Application Form, Project Data Sheet, Planning Checklist or Pre-Application Checklist, appropriate Fee Schedule and payment, all required plans/drawings, reports/studies, and other supporting materials all in hard copy and electronic format (see Planning Checklist or Pre-Application Checklist for submission details).

Please note that as of July 1, 2016, a complete application for an Official Plan Amendment, Zoning By-law Amendment are/or Subdivision application must now contain a Public Consultation Plan as prescribed in the applicable Planning Act Regulations. A Complete Submission will expedite the evaluation of a Complete Application by the City.

ExpandCommittee of Adjustment

A Committee of Adjustment Application is submitted for proposals involving Minor Variance or Consents approvals.

As of March 6, 2017, all Minor Variance and Consent application can be submitted in digital format (pdf) by email to: bldapplications@toronto.ca. Please ensure to include the property address in the subject line. If you prefer to submit in-person, we will accept digital applications with a CD/DVD at any Toronto Building Customer Service Counter in any District regardless of the property location.

Please see the Application Checklist for complete details and requirements. A Complete Submission will expedite the evaluation and timely hearing scheduling of your Application.

As of July 1, 2016, changes to the Planning Act prohibit an applicant from making an application for a minor variance if a site specific zoning by-law has been passed within the last two years.

If your property has been the subject of a site specific by-law passed after July 1, 2016 then you will need Council approval to proceed with the application. Please contact Community Planning for information on how to proceed with the application.

If your property has not been the subject of a site specific zoning by-law passed after July 1,2016 then you can make an application.

ExpandRental Housing Demolition and Conversion

A Rental Housing Demolition and Conversion Application is submitted for proposals involving the demolition, replacement, and/or conversion of rental units. Please complete the Rental Housing Declaration of Use and Screening Form to see if your proposal requires a Rental Housing Demolition and Conversion Application. This application may be required as a companion to any other City Planning Application or Building Permit Application process.

Resubmission/Revisions

Fees and Schedules

Effective January 1, 2017, Planning application fees are increasing to reflect Council's decision on the Four Year Comprehensive Review of City Development Application Fees, as well as a Cost of Living Adjustment. The new fees for each type of application is provided.

The Fee Schedules for Community Planning Applications allow:

  • Breaking down the schedules to capture the specific nature of the proposal
  • Creating forms which can be filled in electronically or printed for manual use

The appropriate Schedule(s) must be completed and included with your Community Planning Application as part of a Complete Submission. Please complete the appropriate schedule for your proposal.

New Notice of Proposed Development Application and Public Meeting Sign

Effective January 1, 2016 applicants are required to post a sign on subject lands using the new sign design and protocol. Notice of proposed development application and public meeting signs will continue to be required for Official Plan Amendments, Zoning By-law Amendments, Draft Plan of Subdivision and Draft Plan of Condominium (Common Elements and Vacant Land only).
