Monthly Utility Billing Option

The City of Toronto is now offering property owners the option to receive their utility billings on a monthly basis as part of a one-year pilot project. Why enrol in the Monthly Utility Billing program?

  • Instead of three bills a year, property owners will receive one bill each month
  • Smaller, more manageable payments
  • Improved monitoring of water consumption
  • Be alerted earlier to potential leaks and plumbing issues
  • More timely billing to reflect the cost of exchanged garbage, recycling or organics bins

The Monthly Utility Billing application is available online and at Enquiry/Cashier Counters at City Hall and Civic Centres.

If you meet the program requirements, submit a completed application one of the following ways:

  • Mail to: Revenue Services – Utility Unit, North York Civic Centre, 5100 Yonge Street, Toronto ON  M2N 5V7
  • Fax: 416-696-3605, Attn: Utility Billing
  • In person at Enquiry/Cashier Counters at City Hall and Civic Centres.

ExpandWhy is the City introducing this pilot program?

The current four-month billing cycle for households was originally based on obtaining water meter readings which were collected manually. Now, most households have an automatic meter reader installed, meaning readings are collected electronically. This technology makes it possible to provide a monthly option for utility billings. Introducing this option means customers can pay their utility bill more efficiently and in smaller portions. This pilot program will run for one year as directed by City Council in November 2015.

There are a number of advantages to providing a monthly billing option:

  • Smaller, more manageable payment amounts

  • Alerts homeowners to potential leaks and plumbing issues
  • If garbage, recycling or organics bins are exchanged, it allows more timely billing to reflect the cost adjustments
  • Monthly bills would be sent electronically and payment would be withdrawn automatically from your bank account. This eliminates the need to mail in a cheque or make a payment in-person, at the bank or online. Pre-authorized withdrawals will allow the discount for early payment

You will receive your utility bill by epostTM .The electronic bill will look the same as printed utility bills. Here are a few items you may notice:

  • Bill payments will be due monthly, please check the bill for the due date
  • Your bills will be enrolled in the Pre-Authorized Utility Payment Program and payments will be withdrawn automatically on the due date
  • Water/sewer consumption will cover approximately 30 days
  • Solid waste charges will be billed for the same time period

Customers who want to apply for the pilot must meet the requirements noted above.  Application forms are available online and at Enquiry/Cashier Counters at City Hall and all Civic Centres.

Complete the application and send it by mail to: Revenue Services – Utility Unit, North York Civic Centre, 5100 Yonge Street, Toronto ON  M2N 5V7. You can also fax your application to 416-696-3605, Attn: Utility Billing. Applications can also be dropped off in person at Enquiry/Cashier Counters at City Hall and Civic Centres.
