York University Secondary Plan

The City has completed its review of the York University Secondary Plan which was first approved in 1991. In the last few years, York University has undergone considerable and significant development providing a strong rationale to revisit the Secondary Plan.

Approved York University Secondary Plan
On December 4, 2009, City Council approved the York University Secondary Plan and related amendments to the City's Official Plan. At this meeting, City Council also approved a Zoning By-law Amendment for vehicle parking requirements for university uses and bicycle parking requirements for all uses and the Transportation Master Plan for the area. The Transportation Master Plan satisfies Phases 1 and 2 of the Municipal Class Environmental Assessment process.

Overview

The City of Toronto coordinated with York University to complete the update of the Secondary Plan. The purpose of the Secondary Plan update was to:

  • affirm the long term vision for the York University Secondary Plan;
  • recognize major planned transit initiatives; and,
  • guide future development and land use decisions for the Secondary Plan area.

Since many of the principles and guidelines in the current Secondary Plan remain relevant and applicable, the primary focus of this initiative will be on changes to the structure of the plan to reflect planned transit improvements and to update the planning framework for lands near future subway corridors.

What is a Secondary Plan?

A Secondary Plan:

  • Adapts and implements the objectives, policies, land use designations and overall planning approach of the City's Official Plan to fit with local contexts.
  • Establishes local development policies unique to an area that will guide growth and change in that area.
  • Promotes a desired type and form of physical development in a specific area.
  • Guides public and private investment.

Secondary Plans apply to areas where significant redevelopment is expected. A Secondary Plan for York University is required because:

  • York University has major tracts of land that are suitable for development for non-academic purposes; and
  • There are significant public investment initiatives underway, specifically the Spadina Subway Extension.

Study Area

The existing York University Secondary Plan Area is the area south of Steeles Avenue, north of Murray Ross Parkway, west of Keele Street and east of Black Creek.

The broader study area for the Secondary Plan update is bounded by the rail corridor located in Vaughan, Finch Avenue West, the rail corridor east of Keele Street and Jane Street.

Study Process

The update of the York University Secondary Plan occured over three phases.

Phase one involved completing a review and inventory of existing conditions and policies, tracking changes that have occurred on campus and in the broader study area, taking into account new and planned initiatives and identifying the key considerations to be addressed.

The second phase involved identifying and developing different options for the Secondary Plan area, testing the options and refining a shared vision for the area.

The final phase involved developing recommendations for the update to the Secondary Plan to recommend to City Council for approval.

Part of Secondary Plan update was conducted as a Master Plan in accordance with the "Municipal Class Environmental Assessment" (the Class EA) by completing the first two phases in the Planning and Design process of the Class EA.

Since the last community meeting in June 2008, City staff have been working on a number of key areas and presented the draft Plan and associated amendments prior to bringing forward a final report to City Council in Fall 2009.

  • The Open House and Community Consultation meeting was held on June 4, 2008 at the University City Recreation Centre. The purpose of the open house and community consultation meeting was to present the recommended land uses, heights and densities, the recommended transportation network, recommendations for protecting natural areas and improving the environment and other key recommendations for the Secondary Plan update.

Design Workshop - October 30, 2007

A public design workshop was held on October 30, 2007 at the Elia Middle School. The purpose of the workshop was to present the input gathered from community input and present a draft concept plan. The workshop also provided the community with an opportunity to be involved in an interactive process to help create a vision for the York University Secondary Plan area.

Participants of the design workshop were divided into four teams. The teams were given a set of questions to answer that focused on the urban structure and design features of the area, such as how development should look and feel around subway stations, where new roads, and pedestrian and bike connections should be introduced, gateway entrance locations, preferences for new community services and facilities and enhancing the green space system. Each team then presented their findings to larger group.

Community Meeting and Open House - June 14, 2007
The open house provided the public with an opportunity to talk to staff about the Secondary Plan Update. The presentation in the evening provided an overview of the purpose and goals of the update, an update on existing conditions and key initiatives and the land use options to be considered for testing. A question and answer period followed the presentation.
Introductory Meeting and Open House - February 27, 2007

The City held an introductory meeting and open house on February 27, 2006. The purpose of the meeting was to provide background information on the Secondary Plan update. The format of the meeting included an open house from 3:00 pm to 5:30 pm and a presentation in the evening. The Local Councillor provided opening remarks at the presentation and a question and answer period wrapped the meeting up. The City was also looking for feedback on the draft Secondary Plan Goals that were developed for this meeting.

Local Advisory Committee

A local advisory committee was established in consultation with the local Councillor. The committee is composed of area residents and York University faculty and student representatives. The committee provided input to the City on specific aspects of the York University Secondary Plan update, specifically feedback on development options, road network and urban design.
