Financial incentive programs for BIAs

The City offers BIAs a tool-kit consisting of the following programs:

Commercial Façade Improvement Program for BIAs

The City offers grants to eligible commercial property owners for the improvements to commercial building façades. This could include replacing or repairing windows, doors, lighting, awnings, brickwork, signage, or making building entrances wheelchair accessible. The 2015 Commercial Facade Improvement Program Application Form is now available. The submission deadline is Thursday, May 28, 2015 or the date when all of the 2015 funds for the program have been committed.

Mural Program

Business associations, including community groups with strong business participation, can receive funding for outside wall mural projects that help promote a local theme and facilitate positive commercial neighbourhood identity.

Streetscape Improvement Program

In partnership with a BIA, the City provides two financial incentive capital funding options:

  • Equal Share Funding - Cost of project to be shared equally (50/50) between City and BIA.
  • Financed Funding with City Contribution - Cost of project to be shared (35% City, 65% BIA), where City provides financed funding for up to 100% of BIA contribution; Minimum $200,000 and maximum $1 million gross project value.

Capital funding is available for streetscape beautification projects such as decorative pedestrian lighting, kiosks, banners, theme signage, landscaping, fountains and decorative street furniture. Get more information and guidelines about the capital projects cost-shared program.
